A residency card shall be granted to a foreign national who has resided in Japan for a short to long period of time as a result of obtaining permits relating to the status of residence, such as a new landing permit, a change of residence permit, and an extension of the period of residence permit. A residency card therefore has the essence of a certificate in which the Minister of Justice proves that the foreign national concerned is legally residing in Japan with the status of residence.
Also, a residence permit issued upon receiving a residence permit rather than a landing permit often has the character of being a written permit, serving as a formal permit instead of a seal for different permits previously attached to a passport.
The residence card provides an important part of the personal details kept by the Minister of Justice, such as name, date of birth, gender, nationality/region of origin, address, residence status, duration of stay.
