If a resident of the Illinois State wants to purchase or possess a firearm or ammunition, they need to apply for a FOID issued by Illinois State Police. Illinois Firearms Owner’s Identification Card (FOID) 

Since 1968 every resident of the Illinois State who possesses and acquire firearms and firearm ammunition must be identifiable. In order to help services officers the realisation of this purpose, the State’s authorities created the Firearm Owner's Identification Act (430 ILCS 65). This is worth to know that the FOID card doesn’t authorise concealment and carrying firearms.

A FOID card issued on the person’s name is mandatory for every Illinois resident who acquires or possesses a firearm, firearm ammunition, stun gun, or a taser. (There are some exemptions specified in the statute, but this is the general rule). If you are a resident of another state, you do not need to have an Illinois FOID card.
